== Early life and education == James Talarico was born James Dell Collins in Round Rock, Texas, on May 17, 1989, to Tamara (née Causey) and Steve Collins. A few months later she married Mark Talarico, who adopted James and gave him his surname. Talarico attended Round Rock Independent School District schools and graduated from McNeil High School in Williamson County, Texas, where he competed in speech and debate. He also acted in the school's drama productions, including playing Danny Zuko in Grease. Talarico's maternal grandfather, Jimmy Causey, was a Baptist preacher at several churches in South Texas. Before earning his Bachelor of Arts degree in government from the University of Texas at Austin, he organized students for tuition relief. Talarico later earned a Master of Education degree in education policy from the Harvard Graduate School of Education, and went on to receive a Master of Arts in theological studies at Austin Presbyterian Theological Seminary but as of June 2026 had not yet completed his Master of Divinity there.

Systematic doping in Russian sports has resulted in 47 Olympic and tens of world championships medals being stripped from Russian competitors—the most of any country, more than four times the number of the runner-up, and more than 30% of the global total. Russia also has the most competitors that have been caught doping at the Olympic Games, with more than 200. Russian doping is distinct from doping in other countries because in Russia the state supplied steroids and other drugs to sportspeople. Due to widespread doping violations, including an attempt to sabotage ongoing investigations by the manipulation of computer data, on 9 December 2019 the World Anti-Doping Agency (WADA) banned Russia from all international sport for four years. As at the 2018 Winter Olympics, WADA will allow individual cleared Russian athletes to compete neutrally under a title to be determined (which may not include the name "Russia", unlike the use of "Olympic Athletes from Russia" in 2018). Russia later filed an appeal to the Court of Arbitration for Sport (CAS) against the WADA decision. The Court of Arbitration for Sport, on review of Russia's appeal of its case from WADA, ruled on 17 December 2020 to reduce the penalty that WADA had imposed. Instead of banning Russia from sporting events, the ruling allowed Russia to participate at the Olympics and other international events, but for a period of two years the team cannot use the Russian name, flag, or anthem and must present themselves as "Neutral Athlete" or "Neutral Team".
== Background == During the Busan Summit on October 30, 2025, US president Donald Trump invited Chinese leader Xi Jinping to visit the United States at an appropriate time. During his May 2026 state visit to China, Trump invited Xi to the White House in September. On July 23, Trump said that Xi would be visiting on 24 September. On September 4, Reuters reported that Xi would be travelling with a large business delegation. However, The Wall Street Journal reported on September 22 that Xi was unlikely to bring a business delegation. This was Xi's first visit to the White House after 11 years. The state dinner was also the second one held during the second Trump administration, following the one held for King Charles III during his state visit in April 2026. On September 20, 2026, Chinese vice premier He Lifeng met with US secretary of treasury Scott Bessent and Trade Representative Jamieson Greer in New York City, where they agreed to set up an AI dialogue. On September 21, the Chinese foreign ministry announced that Xi would pay a state visit to the US from September 23 to 25. The ministry spokesperson Guo Jiakun said that two heads of state's reciprocal visits within a six-month period are "of historic, milestone significance". On September 23, Chinese ambassador to the US Xie Feng wrote an article in the People's Daily, saying China and the US should manage their differences in good faith, and that the US should stop fabricating pretexts such as national security, economic imbalances and forced labor in trying to constrain China.

== Impact == North Korean people reported scarcity of food after the strict closing of the border because of the pandemic, in an exclusive interview by the news broadcaster BBC in June 2023. They also reported their neighbors had died from starvation and people there were living in fear of being starved to death.
